Generally speaking, pedestrians and non-motorized vehicles are prohibited from entering onto freeways.  The special signal lights you speak of have to do with motorized vehicles (cars, trucks, motorcycles, etc.) entering freeways during periods of heavy traffic.  They should be obeyed just as you would the traffic light at an intersection.
