I went through that with my corgi....males they say are worse...have you tried kennel training, they will not go where they sleep. Try using housebreaking pads, go to Petco or PetSmart and get the housebreaking aide spray and apply that to the mats and have the dog sniff it. Another helpful spray is called No Go spray that to the areas it is peeing....but most importantly i got my dog on a schedule. He goes out withing half an hr the same times daily. Corgis are very stubborn do not get discourage be consistent and it will catch on.
