4-prong dryer plug, 3-prong outlet?

What the best option here?

Replace the dryer cord, replace the wall outlet, or buy some kind of adapter?

I'm more concerned about safety, than cost or difficulty.

How to I tell which connection on the terminal block to connect the black/red wires to-this is a 4 wire from a 3 wire. Do I need to attach the ground wire to the frame post outside the dryer shell or keep it on the middle terminal of the term. block.
