According to the CDC growth charts (which you can easily find online), the "average" height for a 4 year old boy is 40" (3ft, 4 inches).  The 5th percentile is at 37.5 inches, and the 95th percentile is 43 inches.  Average weight would be 35 pounds.  (ps, a 5 year old that's 67 pounds falls way higher than the 95th percentile which is at 54 pounds)

in between 50 and 70 puonds, my sisters 5 and she weights 67 pounds and isnot very tall or fat

Are you talking about a boy or a girl?

Sarah P.- 67 lbs. is overweight for a 5 year old, unless she's very tall. My 6 1/2 year old daughter is 46" tall and weighs 44 lbs.

Too vague of a question.  Children grow at all different rates.  If you have growth concerns discuss them w/ your child's doctor.
