Brian W is I am afraid not very clever as the +44 is the international dialing code for the UK and we certainly are not all scams. The number you quote is a cell phone number.

This is a mobile(cell) phone number, when dialing from abroad the first 0 is dropped. If calling from UK you would dial 07031931588. I hope this is not a true number or they will be inundated with prank calls now. For your information premium rate calls mostly start with 09 here in the UK.

For information, +44 is the country code for the UK.  As the next two numbers are 70, this would be a "personal number" - that's a number allocated to an individual or business that they can redirect to whatever location they need as they wish (for example, home phone, work phone, cell at different times of day...)

It is likely to be more expensive to call that a "normal" home or business phone, but that depends on your carrier.

if you are using ur cell then its ok..sometimes u need to enter 011447031931588  .... just out of curiosity are you calling a relative or friend coz numbers with the +44 normally are scams....
