$4900 has not been credited into my Visa Account

Question

I am a seller of a Chevrolet motor car. I sent a money transfer via Western Union to pay for the pick up of the car. i.e. $860.00 yesterday.
PayPal emailed me to say the $4900 was in my PayPal account from the buyer, a Marine Engineer somewhere out at sea!! a Mr Todd Newberry.

When I last looked the $4900 had not been transferred into my Visa Card Credit Account.
