Problem of growth being fastest can be answered in terms of number of new additions less exits, or as a percentage change.

When we use percentage change we may describe  a population of one going to 3 as a 200% increase, much faster growth than 10 million going to 20 million, so that  an increase of 2  trumps an increase of 10 million.

So, when asking for growing faster, we need to consider absolute growth, not just percentages.
