5 year old inappropriate behavior HELP!?

Well I have a 5 year old son and a 7 yr old step daughter that comes over every other weekend. Her and my son get along most of the time except for this past 2 weekends she was saying that my son was trying to kiss her. So me and my husband talked to him told him to stop and that its inappropriate and put him in time out. I told her to come tell me if he does it again she said okay but never said anything to me so I thought it stopped. So today we get a call from her mother saying that shes crying and don't want to come to our house anymore because my son keeps trying to kiss her butt. Me and my husband are figuring out how to fix this problem we've had talked with him about it last weekend but still did it the following weekend. We've never actually seen it happen except for what she said which we don't think she is lying. But why doesn't she tell us when it is happening? Any ideas how to help him understand that what he is doing is not right.

I think that she is scared and doesn't want to get into any kind of drama, the best way to help your son understand is to temporarily keep him away from your step daughter as a punishment and explain to him that until he stops and apologizes he wont see her.
