50cc scooter carb- when u pull the throttle there is a metal flap that descends onto a pin?

the metal flap descends onto a pin when u give gas, or just by doing it manually on the carb. If i took the carb apart, and was holding the bottom half of it in my hand( the float bowl) , the pin would be on the exterior part- on the outside of the bowl. When i push this pin in(downward--the part the metal flap pushes when the throttle is given), gas will squirt up, like a squirt gun. Anyway, my questions are: what are these- flap and pin, called. Now the main thing i want to know now, is...(if i can word this right)....--- what would be an ideal position for the flap if it was bent up or down. Pretty much i mean if i bent the flap down, and if i gave it gas, the flap will push down and descend the pin at at an earlier point when engaging the throttle. And if i bent the flap up-- the flap would descend the pin at a later point in the engagement. Also how do these work in relation to each other. I dont know if i can ask just one question.   1. That is the butterfly. Don't bend anything it will not help in performance. When the throttle is pressed it opens this to allow more air to enter the engine, so if you bend it this will be like always having the throttle pressed. The reason that it shoots in gas, is that the normal flow of gas from a carburetor will not be enough to give you that rapid increase in rpm's.
