70 johnson dosent want to start in the water???

the engine dosent want to start in the water and needs to have the butterflys open manualy to start with the cover off. its getting annoying......help

you dont give much info about problem but you imply that starts out of the water and that you have to manually open the throttle to start in water. sounds like idle speed is set to low(back pressure in h20 affects idle) re ask with more info how does it run after you start? what year? are you using correct starting procedure??

..TRY PUSHING CHOKE IN  ON KEY IF ELECT, START...ALSO YOU COULD HAVE WORM UP LEVER ON SHIFTER, PULL UP LEVER PUSH IN KEY WHEN CRANKING. I HOPE THIS HELPS .,.GOOD  LUCK.
