  1. If you are going to attempt to remove the dark marks, then chances are that you will be refinishing the piece. Therefore you have 2 choices. First I would try to use a paint stripper, as this would remove any marks in the finish. If that does not remove the stains to your satisfaction, then I would use sand paper. Be careful when using sandpaper as you may create a depression in the wood if you don't sand the entire surface evenly.(Also, sand with the grain or you'll end up with scratches)

    I've done a bit of furniture restoration, and it depends on what the "black marks" are as to whether you should try to remove it.  Without a picture, I can't begin to really suggest anything seriously, however, if it is original marks that are contained in the wood, you should not try to remove them.  If the are superficial or have been caused by something else over the years, then it would be appropriate to try and remove them (provided it can be done without damaging the piece itself).

  4. Consult with any antique dealer and they will tell you to remove any marks from wood will lower the value.
