Yes it has a thermostat. It is located under a plate on the power head. Should be three bolts holding it on. Look around the top spark plug area, you should see it. Don't confuse it with the cylinder head. Use caution when removing, there should also be two springs and check valves (pressure valves) under the plate also.

If that is a V4 engine, the thermostat is on the back of the motor on the bottom side of the powerhead. you'll see a hose coming off each side of the housing going to the heads, and 3 bolts holding the housing in place. Have fun, they are kinda a pain it the butt to get back in place once apart, but once you've done it a time or too its not that bad. Be sure you get a thermostat kit with new springs and seals. You only want to go in there once.

Some evinrudes have thermostats, some do not. If it does, it will be in the head upper left side when looking at the back of the engine. Looking at the top spark plug it will be at about the ten o clock position on the top of the engine. You will see a small cylinder shape in the casting just below it.
