89 ford f-250 will not switch from front tank to rear. why?

when switched to front tank gage shows full.when switched to rear, gage shows empty yet tank is full. it does not matter what tank you are switched to it continues drawing fuel from front tank only. why?

could it be that the switch has been bypassed?

You have 3 fuel pumps, one on the frame, one in each tank which is called a lift pump, the tank it doesn't switch to, means the pump in that tank is not good
