  3. "999" is not a valid area code in the U.S. and it's not a valid country or city code outside of the U.S.

    There are some "991-996" in the Middle East and parts of former USSR, however,these countires also require extra city codes, so essentially, 999-999-9999 is not going to get you anyone answering "hello"!!!!
