A 16 year old wants to live in greater london independently. cost of living (ie rent, bills, etc)?

Can 16yr olds live on their own?! Theres no way a person of that age would be able to rent a place, unless say if it was a female and pregnant then they'd be considered for a council place. The same goes for if the person was being abused at home.
