A Brain Teaser About A Clock?

Question

Maybe teased my brain too much:

A display on a digital alarm clock is made up of small lights. Most of them use seven of them to show each of the numbers. The smallest possible number of lights lit is 6. This happens when it is 1:11.

At what time is the clock most lit up? Assume a Non-24 hour clock.

if its not a 24 hour clock that would be 88:88

maximum little lights  would be 88:88 which equals 7+7+2+7+7 = 30

if it only goes to 12:59 then i think

That might use up most, depending on the design.

8 uses seven, so that time would give 20 as a total. Can use only two 8s cos 59 is the max no. of minutes.

the answer is 8:08! which requires 7 + 6 + 7 = 20 small lights!

the tricky part is, which 8:08?? 8:08 PM!!! because of the presence of the PM Indicator.
