A Question for a Question or Answer with a Question ? For Natural Disaster,cost is unlimited or compared?

Seeing earthquake, hurricane, typoon, huge wild fire on yearly occurance ....... it is always a great disaster to a country, no matter how great the country is: America, China, Japan or Indonesia, Burma, Sri Lanka. Rich or Poor is out of the question?, To do the reform to the best you can or just leave it to overcome by itself, that is the question? Will you compare the cost to benefit in doing the recovery? Please voice up, it concern the thinking of the WORLD.

A natural disaster is more easily overcome by a rich nation, however, it is the poorer countries that cope better with these disasters.

In rich countries people expect everything to be done for them, but in the poor countries the people do hings for themselves.

Either way, nature wins.
