What does this quote have to do with history. I understand what it means but I couldn't find a decree that banished emigrants does it exist?

"Everybody says that there will be other decrees banishing all emigrants, and condemning all to death who return."

Your help is appreciated.

  1. During the French Revolution, members of the nobility and their supporters were prosecuted for their 'crimes' against the common people.  Leaving France (emigrating) was illegal, because it was a way to avoid prosecution.  The quotation says that persons who leave will be judged guilty because of their flight, loss their citizenship (be banished), and risk execution on return.

The period was known as the Reign of Terror.  One can see why.

I'll see if I can find an historical reference to an actual edict, and if I do I'll edit my answer.

  2. It is a very long time since I read A Tale of Two Cities, but it is a powerful novel.  I cannot remember a great deal about it now, but these links should help you with it.
