A/c issues?

Car make - is a 1999 mitsu lancer

Problem - The a/c doesn't blow though the dash vents at full power maybe 50% power (middle and driver side vent) and at 5% power on the passenger side vent since the feet vents are always open and letting out air once the a/c is on . I believe the control switch for the vents is screwed up :S....my question is, is there a way i can manually open the "control gate" to direct air flow to the dash vents only?

Lay down on the floorboard and see if the conduit hose has either come disconnected or has a rip/hole in it. These hoses are made of pliable plastic and can tear easily after time.

Souds like the air flow is not going to all of the vents properly, get a flashlight and look up under the dash and follow the conduit back from the vents it maybe blocked off or not hooked up properly to let the air flow correctly.
