Question:

A civilian national security force funded as well as the US military ?

Isn't that a lot like the Brownshirts or SS?

"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded."

-Does this idea disturb anyone else?

Before joining the police force, which is effectively what you are suggesting, people are vetted rigorously to determine whether they are suitable.  The only real determinations that are made about new recruits are qualifications, health and knowledge.  People are checked 'extremely' thoroughly to see if there is any chance that they know how this society really works.  If there is any chance 'at all' that they have access to that kind of knowledge then they are very quickly dropped and not allowed to proceed with their application.  Your suggestion to create a force as powerful as the police force, for civilians, would enable people with that kind of knowledge to arm themselves and tell others that there are indeed 'far' better ways of running society than what we're forced to live with presently.  Knowledge and strength are the two things that politicians DO NOT want the population to have.  What you suggest will never happen.

  3. But we do have a nation wide civilian type defense force. They're called "police or sheriffs".

    If you look at the Constitution it says we have the right to organize a militia,BUT the militia HAS to be approved by the legislature of that state.
