Assuming they both have same mass, coin will win because it has lower rotational inertia. Thus, it accelerates faster, will always have greater speed.

It depends on how long the slope is.  Assuming that the coin and the ring weigh the same, the coin will start out ahead, becuase the mass is more centered and there is less angular momentum for it to start rolling, but the ring will eventually catch up to and then pass the coin because it has more angular momentum because its mass is all on its periphery.
