I'm going with Pippa on this one.  It is my instinct to use A it and that, rather than D.....it and when, as to me 'when' would seem almost tautological, but not incorrect.

"When was it exactly?" is correct, but "When was that exactly?" is also correct.

"it" and "that" refer to the time of the discovery, and the question is the same as asking "When was the discovery exactly?"

"It was on December 22, 2007 that the Nanhai No. 1, the sunken  ship was raised from the seabed." is correct.

Sometimes you might hear someone say "It was on December 22, 2007 when the Nanhai No. 1, the sunken ship, was raised from the seabed.", but most people will say "that" and not "when".

Sorry Falling Down, I have to side with wild turkey here.  Either are correct.

The differnces between "it" and "that" regard distance: temporal, physical, and in discriptive or linguistic constructive proximity.  In all three cases, in this instance, there is not enough distance to demand the use of "that" in the first sentence.
