A few questions about Paypal

I am new to online banking, and Paypal. I have received a few payments through Paypal (waited 3-5 days for it to be verified) and voila, the money shows up in my account.

Now, it says that I cannot spend the money without tying my Paypal account to my bank account. I am first wondering, are my funds safe on Paypal as of right now? Could I continue receiving payments to my Paypal account and not set a bank account, then later set a bank account and I will have all my money from my Paypal account?

I am also new to online shopping...can you send funds to other people with a Paypal account without having your Paypal account tied to your bank account? And finally, is there any place I can shop online using my Paypal account without a bank account tied to it?

The first questions are more important, as I will most likely verify my bank account with Paypal.
