A few questions about the Post-Graduation Work Permit program in Canada?

A friend of mine is an international student from the US and attending a college up here in Canada. When hes done his studies this year he wants to apply for the Post-Graduation Work Permit Program. I'm a little confused about it all. On the Canada Immigration website it says:

"You must submit your application for a work permit within 90 days, starting from the day when your final marks are issued, or when you receive a formal written notification of graduation from the institution, whichever comes first, indicating that you have met the requirements of your program of study. Your study permit must continue to be valid upon submission of your application for a work permit."

Now his study permit is only valid for the duration of his studies correct? And aren't the final transcripts given at the end of his studies? If all of this is true, how does he have time to apply for the program before his study permit expires? I don't know how the expiration on his study permit works. Like is it a few weeks after his studies are over or is it a couple months? Or will they allow him to stay if his study permit expires AFTER he has submited his application for the program?

Can someone explain how the Post-Graduation Work Permit program works and how/when my friend should apply? Thanks
