  1. To call collect: dial 1 800 CALL ATT. The operator will ask you your name and the number you wish to reach, then he/she will call that number and ask them if they will accept a collect call (meaning they will be charged for the call) from the person calling. If they say yes, the operator will hook up the call, if the person being called says no, they won't be charged and the person calling will not be put through to person they are calling.

Technically, this person in Canada is not making any free calls - they are paying for a monthly package that includes unlimited or limited calls. My parents have a plan that lets them have 1000 minutes of calling anywhere in the US or Canada for a flat monthly fee. If they go over the minutes, they get charged the regular long distance rate.

  2. The person who calls is the one who pays unless the caller makes a collect call, in which case the person called can choose to accept the call and pay for it, or not. If your friend doesn't have to pay for his long distance calls, then he can call you and it won't cost either of you anything.

  3. not your house phone, not even your cell if you're not in a different country and have to pay for roaming fees
