A friend send me money via paypal to my cell phone. How or where do I go to claim the money?

I received a phone call with a voice recording saying I received a payment, to go to paypal account/claim.

Someone help.

Not a problem.  All you have to do is go to PayPal.com and set up a PayPal account through the "Sign Up" link.  Once you do this (or if you already have a PayPal account), go to the "Edit Profile" link and click on "PayPal Mobile."  From here you'll add and confirm you mobile telephone number.  Once you've confirmed the telephone number TADA! the money will deposit into your PayPal balance.  From there you can withdraw the funds to your bank or use them on a future PayPal transaction.  For additional guidance you can call PayPal directly at 1-888-221-1161.
