  1. Yes. Currently, you do not need a US passport to drive to either Canada or Mexico. Notice I said drive. But by '09 there is a law that will make everyone that wants to go to either of those places get a passport. Hope this helps.

  2. Your friend is going to need more than just a California ID card.  He will also need a certified birth certificate (they don't accept copies at the border, as far as I know.)

Right now the rule of thumb for U.S. and Canadian citizens is valid photo ID (like a driver's license, or in his case, a different kind of valid photo ID) and an original birth certificate. At least in San Diego (assuming he was born there) your friend can get an original birth certificate down at the County office on Harbor Drive - it costs $12 a copy, I think. They can print it up for him right on the spot, it only takes a few minutes.

Starting in 2008, though, all your friends in the U.S. may end up needing a passport to visit you in TJ - so maybe think about encouraging them to apply for it sooner than later. My husband and I were just at the post office applying for a passport for our newborn son and the clerk told us that we should renew our own passports asap because they are really back logged (like 6 months) now and it may become law to have them in the new year.

Hope this helps!  For more information you can check out my sources (listed below)...  both of them have a ton of info.
