A functionalist woudl disagree with B.  That is a conflict perspective.  Functionalists do not concern themselves much with power relationships but rather want to look at simply how things work and how changes can affect entire systems.

In order to reduce racial tension a functionalist would argue that:

This is a tough one.  I would have to say C because of all the choices it represents the use of the proper function of a group.  The legal system is there to address past injustices.  That is its function.  Since functionalists are primarly concerned with aspect of groups, I would say that this is probably the best choice.
