A good "cheap" camera for making videos?

i thought about getting one of those cannon cameras that has all the setting and takes really good pictures and movies but they are out of my price range. is there a similar camera that will be cheaper? it would have to take pictures, movies with sound, that were both in good quality and the movies would have to be able to be imported into windows movie maker.

The Sanyo Xacti line is reasonably priced.  Movie quality is quite good, camera quality is just ok, but since they run in the $100-$150 range on sale, there will be tradeoffs.
