A good site to edit pictures? for Free?

I really want to edit my pictures, like have effects on it. And i'm wondering what website does that for free. Not adobe photoshop, im broke for that, i only work in forever21. lol. Please help me find a website. THANK YOU =D

I found a really good site where you can edit pics.right what you want

you can add frames,text,stickers.and other fun effects.

instructions:

1st step: click "Get Started Now"

2nd step:(wait until it loads)then click "Photos" at the toop..beside "Home" (it will appear username: and password..if you want to register register)

3rd step:after you click photos click "Edit Photos"

4th step:click "Upload a Photo"

5th step:After you click the Upload a Photo its up to you now what you want to do next you can click the the "Create" button if you want to add fun effects!!

that's all isn't that easy??
