  1. This could happen in a dictator ship but the dictator would view this as eroding power. H eowuld think if citizens are doing this, milita activites would be formed. So he would organize army shoot-outs and massacares to cow the population so he can be powerful.

    In a presidential democracy, the president would try to appease the citizens. If he did anything remoely unjust, he would fear getting unpopular and not being re-elected.
