he said it on the first on jan.  his sixteenth was on the 31st of december meaning that 2 days before he was still 15.  that would mean that next year he will be 18.

If this is a leap year question, then yeah, if he was asked 2 days before his 15th birthday, "when is your next birthday" his reply would be his "18th birthday"....given he was born on Feb. 29.....
