A guy walks down the street wearing a t-shirt, khakis/jeans, and a fedora.

Interesting, or just freakish?

i think it should look fine... you have to be able to work it, like one of the other answers said... but overall it should look good

although, the wrong kind of person would make it look freakish...

Depends on how you look at it. If it's obvious that he wants to dress like that, and he's chosen that as a style, then it can come off well.

It kinda depends on the attitude of the guy wearing it really.

Maybe he just wants to look different, I mean, people generally want to follow the crowd. Maybe he doesn't? I mean, you obviously noticed it, otherwise you wouldn't hav asked this question...;)
