  1. If this inspection was for buying a house ... just put it in the contract that the seller must fix the problem before closing.

    otherwise, call an electrician.


  2. the neuatral wires and ground wires must be be in seperate terminal blocks on all sub panels.  all you will need to do is get a second block and attach it in your panel.  then just transfer all any wire that is bare or green to the new block and leave all the white wires in the old one.  you may also need to remove a bonding jumper connecting the panel to the the old terminal block and move it to the new one with the ground wires.  ther bonding jumper is usually a large green s***w(for square D boxes) or a peice of wire or metal connecto to both the box and block( for most other brands)

    the reason for this is that if they are tied directly breaker will trip slower or may not trip at all if there is a problem depending on the current.  the wires supplying the the sub panel has a ground and must not be with the white.
