My landscape guy has made it infested with bugs. I'm not sure if He wounded it, and thus made it susceptible to infestation?

LOL- Unfortunately I think you're going to have to trim your bush wayyyyyyyyyyy back to almost nothing, and then you may need to spray on some pesticide as well.
