if a criminal complaint  was filed  and an arrest warrant issued    the subjects name has been entered in Interpol data base  accessed by name check anytime  you go trough passport control

Too many variables you have not addressed - how big a fraud; in what country; involving how many others; what is the official interest in the country where the fraud occurred....
