A person calling me on phone in.......... have to pay if long distance?

I have bought phone in and phone out......my question is does the person who calls me long distance have to pay for their call

YES. Unless you call them back.

if they are calling you from a land line then yes, they are paying to talk to you. if you call them from a land line, you are going to pay.

it is different with cell phones... if it is in peak hours (daytime) you both will probably be using minutes.
