  1. If he plead guilty, there is normally a pre-sentence investigation before he is sent to jail, and the person is given a bail.

When determining bail, they look at the seriousness of the charge, the danger to the community, and if the lack of ties to the community create a flight risk. They are also guided by the Eighth Amendment, which prohibits excessive bail. Apparently this person is not a danger, and is a low flight risk.

  2. People are allowed to bail or bond out on charges, even if they have been found guilty but not yet charged.  It makes room in the jails.  If he skips out on going to the sentencing then the county makes money off the bail/bond and then puts a warrant out for the arrest of that person.   There would not be a bail or bond the second time.
