A phone is unlocked?

I just purchased a blackberry phone off ebay for $20!! It describes that it is in a good working condition etc. It also says that it is unlocked, which I need. But now I'm worried it might be a scam...isn't it too cheap of a price concidering that it's also very hard or costly to unlock a phone? :(( Any experiences? help.

Well... it is cheap, but the phone is an older model and it does not come with a charger o_0 it only has the phone, battery, battery door and USB cable.

Actually unlocking the phone costs virtually nothing if you have the right hardware, for example I've unlocked a number of SE phones charging $15, but I received the program to unlock it for free.
