  1. They report you.   Then you lose your account.

  2. When you bid on an item on Ebay you enter into a legally binding contract. In theory the seller can sue you, but in reality it's more than likely you will receive nagative feedback which will make people trust you less in any future transactions. Your account could also be suspended.

The best advice is never bid unless you are serious about buying the item.

  3. Um it depends.  Depending on what they have stated in the auction.

It really is a legally binding contract and techincally they can take you to court if they press it.

However, most of the time, they just give you neg. feedback or a strike towards your account.  Sometimes they can suspend your account.

It's really not cool to do that.  Sellers SPEND money to have that listed and when someone buys it..they have to ALSO pay the fees for what it sold for.  It's STUPID and Childish to bid on something knowing you don't really want it...and personally if I were the sellers..I would give you a strike because it ANNOYS me SOOOO bad when a buyer does that.
