A question about a a project: GPS tracker to a vehicle that can be viewed in the web?

HELLO! I would like to ask, if the openproject.. could be done like this:

the GPS device will be put inside a car… then the client can track that car..

by logging on a WEB-SERVER(that webserver can track the device inside that car?)

I google it. and I saw some interesting projects. but it was a combination of SMS (texting the GPS to reply its location to you) can you give me a link where, the stated project above can be done?

yes  you should be able  to track in real time  if your  device  is  (gps)IS  CLEAN??,,,,,  FOLLOW INS. FROM GPS DEVICE  AND OR YOUR  I HAVE  DONE THIS IN PAST  POINT TO POINT  AND  ALSO  JAMMED SAID  TO SEE  RESULTS  FROM      GOOD LUCK
