A question about building muscle as well as strength?

i have been told that different exercise routines determine whether your muscles increase in strength or in size or both. how many reps and sets should i do to increase strength. also could you confirm whether the weight i lift should be between 80 to 90 % of my maximum one rep weight.

  1. traditionally, 10 x 10 is the rep set range used for strength training.  But i think thats pretty excessive.  anyways, if you are going for size then you should use drop sets, and static sets
