if you already have the photos (series of photos), you can arrange them on a colored background very easily in Microsoft Digital Image Suite.  It'd take about 3 minutes.

for mosaic collage set, you could use paint and create new frame, and then from other paint copy and paste and resize pictures to fit, save as jpg,
