I want to put my room up on display so people can come into my room how do you do that?? and how do you know when someone is online on meez,

Depending on which "hood" you're in is the main determining factor. For instance, say you're in "Burbia", your chances of being seen are slim compared to if you were in, say, "Posh Heights". The reason being is every "meez" that makes a room is automatically placed in "Burbia" (plus it's free), while "Posh Heights" cost 5000 "creds", hence not everyone can reside there because not everyone has that many creds.

As you know, "personal roomz" are divided into three categories: "active", "top rated", and "newest". I'm not particularly sure in which "hood" you reside, but I'll just keep it general:

If there's no one in your room, it's not going to show up on the active list (even if you reside in "Posh Heights").

If you don't have any ratings for your room, it's not going to show up in "top rated".

If your room is not completely new, and when I say new I mean like just made seconds ago, and you live in "Burbia", your chances of showing up on the list long enough for someone to come in are slim to none. On the other hand, if you live in "Posh Heights", you have more of a chance of your room staying up longer for people to come in.

There's the detail, now here's the answer to your first question. There's no way, really, for you to control the displaying of your room. As you've read above, it all relies on many factors, some of which include chance and change. If it works in your favor, you're in luck, but not everyone gets lucky.

As for your second question, the answer is that there is no real way to know if a meez is online unless they have their meez messenger showing on their personal website. In that case, you would have to go to the website and look for the online indicator. There, however, is no indicator on "meez.com" that informs you when a meez is on.
