The 100$ that we pay for the first time, we pay it only once, or I should pay it every specific period( I mean as a cotisation ) ?

If you want to play 100 combinations in one day, then you should spend the $100 for that day...

...But if you want to play $100 worth spread out, you can play the SAME numbers for SEPARATE drawings...just ask the store clerk to give you $100 in separate drawings...

For the powerball, I believe the MAXIMUM amount of drawings you can play is 20 drawings...so that means you will be able to play the same lottery number for 20 consecutive games...Maybe you can spend $5 for 20 drawings equaling $100...
