A question about the Teamsters Union?

If someone pays the initiation fees in full at a job, then quits and takes a withdrawal card, will that person be required to pay the initiation fees all over again if working at a different company but has the same exact union?

The withdrawal is supposed to prevent you from having to pay the initiation fee more than once.
