Why couldn't Leonel run again in 2000, but he was able to run in 2004 and now in 2008? Did they change the constitution for one term and then changed it again to allow 2 terms? Also if they changed it to allow 2 terms then how come he can run again when he's already been President twice? Does the new constitution allow unlimited terms, but no more than 2 consecutive terms? Is that what it is?I'm very confused. LOL
