  1. Automatic weapons are not illegal per se. They are legal in 42 states as long as it was made and registered with the BATFE before 1986 or was imported and registered before 1968. You can buy a fully automatic M-16 if, A) Your state allows machine guns and B) If you have at least $6000 laying around. If you are unable able to buy one for either reasons A) or B), you can buy an AR-15.

An AR-15 is an exact aesthetic copy of an M-16, but it is semi-auto only. These cost only around $700-1200 because they are still allowed to be manufactured, so there is obviously no short supply of them. They are legal in most states, except a few (California and MA are the only off the top of my head). Go to a local gun shop and you will be able to get specific info from a firearms dealer about your states individual laws and restrictions.

  2. Citizens with a clean record in most U.S. states can legally purchase and own automatic weapons such as the M16, and D.D.'s(Destructive Devices), such as the M203 grenade launcher. These are referred to as transferrable NFA (National Firearms Act) weapons. In order to purchase them, you must pass a BATF/FBI background check, obtain the signature and approval of your local CLEO (Chief Law Enforcement Official), and pay a 200$ per-item tax. Grenades for the M203 are also considered D.D.'s and each grenade also requires a 200$ tax to purchase.
