A question about triggerfishes?

We had a discussion about triggerfishes, and one person said that they speak English universally, throughout the world wide ocean, the other said that only triggerfishes who live in the territorial waters of English speaking countries speak English, and other speak their territorial water country language. If it is so, what language the triggerfishes who live outside of territorial waters speak?

When a fish starts talking, give me a call...lol. I would suppose if they did then they would speak the language of the nearby country, because it would be based on what they hear all the time. Weird, just weird...lol.
