A question about writing quotes?

Okay, so for example, if I write...

"How much longer?" she asked.

Is "she" supposed to be capitalized or not?

And what about...

"It'll be easier that way." he said.

Is "he" supposed to be capitalized or not?

What are the rules on this?

If it's in the same sentence, then no capitalization I think. I'm fairly certain. Yes. The same way it works in a regular sentence.

Unless by "He" you're talking about God.

But more often than not, you wouldn't separate "she asked" because it'd be a fragment, that is to say, an incomplete sentence.
